Keenan DUI case gets D.A. Travis Henry Daily Times-Call BOULDER - A Larimer County deputy district attorney has been assigned to prosecute Boulder County District Attorney Mary Keenan's daughter for driving under the influence and careless driving. Tanis Kay Keenan's arraignment hearing was postponed Tuesday morning to give her defense attorney, Barre Sakol, time to coordinate with special prosecutor Dan Johnson for a date when he can appear in Boulder, Sakol said. A motion was filed by the Boulder County District Attorney's Office earlier this month asking for a special prosecutor. According to police, Tanis Keenan allegedly struck a pole and backed into a police officer while drunk on Nov. 24, 2001, after an officer attempted to pull her over for erratic driving. "The fact that the defendant in this case is a relative of the district attorney creates an appearance of impropriety if the Boulder District Attorney's Office continues to prosecute this action," said a motion filed by Assistant District Attorney Peter Maguire. Despite initial indications by Mary Keenan that her daughter might not fight the charges against her, Tanis Keenan has filed a not guilty plea and requested a jury trial. This is the third time in the last three years a special prosecutor has had to be appointed in a case involving Mary Keenan's children. In January 2001, a special prosecutor dismissed two charges of driving under the influence against her son, Brian Keenan, after visiting Judge David Ramirez threw out the evidence in the case, ruling a sheriff's deputy had no right to pull him over. Boulder County sheriff's Deputy Paul Dunphy, a DUI patrol officer, stopped Brian Keenan on July 13, 2000, after noticing his license plate lamp was not working. The case was assigned to Larimer County Deputy District Attorney Ingrid Decker because Mary Keenan was a chief deputy district attorney at the time. Last November, a county judge recused herself and a special prosecutor was appointed in a criminal mischief case involving a woman arrested for harassing Brian Keenan. Judge Care Hoye Enichen, a good friend of Keenan, removed herself from the case against 25-year-old Robin Brower. Brower is scheduled for an arraignment hearing Thursday. Brower, Brian Keenan's ex-girlfriend, is accused of throwing rocks through windows in his house and car after the two argued about her entering his house, according to a police report. Police began investigating the incident after Brower was admitted to Boulder Community Hospital, claiming she was the victim of an assault. Brower said she never entered the house and insists that she was assaulted by Brian Keenan.

Tanis Keenan was arrested Nov. 24 after police said she almost caused a head-on collision along Broadway before pulling over into a lot at Alpine Drive and 13th Street, where she struck a pole and backed into a police cruiser twice. Tanis Keenan, 32, consented to a blood test that determined her blood-alcohol content to be 0.123, according to police. State statutes stipulate driving with a 0.05 blood alcohol content is against the law. First Assistant District Attorney Peter Maguire requested a special prosecutor to try the case for the "avoidance of the appearance of impropriety," according to a motion filed earlier this month. Tanis Keenan, a veterinarian, faces charges of DUI and careless driving. Mary Keenan said in November her daughter had been battling an alcohol addiction for some time and sought treatment after her arrest. She indicated at that time her daughter would not be fighting the charges. Mary Keenan is on vacation and could not be reached for comment Tuesday. This is the second time a special prosecutor has been ordered in a case involving a child of Mary Keenan. In July 2000, 29-year-old Brian Keenan was arrested on suspicion of drinking and driving. He reportedly was found to have a 0.124 breath alcohol content. The case, which was tried by a special prosecutor from Larimer County, ended in January 2001 when a judge ruled the Boulder County Sheriff's deputy who pulled Brian Keenan over lacked probable cause to make the stop. Totally right, RR Guilt or lack thereof is the sole responsibility of the judge and jury. Keenan is neither, yet she practically proclaims the Ramseys innocent. What a flucked up place Boulder is.
