    Governor Bill Owens has always been tough on crime. Even as a legislator, Gov. Owens was already working to strengthen Colorado's child abuse laws and watching out for the victims of crime.

    Today, he continues to protect innocent Coloradans from harm. The crime rate has gone down, law enforcement officers have more tools at their disposal, and Colorado's children are safer as a result of tight registration and.

    Why is it that these offenders cannot be castrated in the U.S. and Canada to ensure the safety without all this tracking and tight registration nonsense? What is wrong with your U.S. Government and ours? Why can't a decision like this be made? I'm baffled!

    Personally I think child rapists should face capital punishment. They will continue to be a threat to societies children until they are dead, so lets just cut out all the potential victims and take care of this problem from the get go.

    Freebird, here in Canada, they have to let the public know when these sex offenders have been released and where they're living, and no one wants them living right next door to them, so it's Catch 22. They should all be shipped to a desert island surrounded by crocodiles, if not castrated, which I think is the best way to go.

    I agree

    All rapists and child molesters/rapists should be put to death or never let out of prison. People whose sexual preference is children will never change, it is like asking me to change my sexual preference, it is not going to happen. These creeps cannot be cured.

    Rape is actually a crime of violence, not necessarily sexual, at least that is what I have read. Even if you castrate a rapist, he will still find a way to act out his violence, rape is just his way of being violent. Therefore, never let a rapist out either.

    How many of these animals have we let out for them only days later to find another victim?

    Kill em or leave them to rot in prison.

    Because the eighth amendment to our Constitution states, excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

    A punishment must be examined ''in light of the basic prohibition against inhuman treatment,'' and the Amendment was intended to preserve the ''basic concept . . . [of] the dignity of man'' by assuring that the power to impose punishment is ''exercised within the limits of civilized standards.''

    Until our laws are changed, there will always be a bleeding heart attorney fighting for the rights of these creeps, which is not necessarily bad because if you give up their rights with out a fight then you end up giving up your own as well - eventually. JMH&CPO

    Yes, JR I know there are rules which have to be followed. Thank you for the url leading me to the eight amendment, but I think I would vote for Nikeo's choice below, if I had the opportunity to do so.

    Actually, Elle, there have been cases here where repeat pedophile offenders have been castrated upon release from prison. However, they are very few and always voluntary on the part of the offender.

    In some states, these types of perps are required to undergo psychotherapy and group counseling sessions in prison settings, and especially for repeat offenses. There is little recovery from true pedophilia, and the few offenders who have chosen castration have had sufficient therapy to understand that. The chance of re-offense is great with these people, but some actually do have a conscience.

    Most states here in the U.S. require sex offenders to register upon release. At that time, they are evaluated and assigned a risk level for re-offense. Their risk levels, as well as addresses, are then public record. In my state, we have access to that info online, including pics. The offenders must continue to apprise authorities of any change in information, and failure to do so is considered a violation of probation. They will be picked up and re-incarcerated in this event.

    However, some offenders do not register upon release and are tagged absconders. Bench warrants are then issued for their arrest but little is done to apprehend them, the thought being that they will re-offend at some point and then be captured.

    From the government's perspective, it is horrendously expense to keep a sex offender locked up until natural death, and the sentencing laws are not written to provide for it. Therefore, it is incumbent upon the public, and parents especially, to be aware and alert. Each time I see kids playing in the street, or roaming the malls without adult supervision, I think about this. Back in my day, as a child, and then again as a parent, children did not play in the streets but in backyards or school playgrounds. Malls were not a source of socialization and entertainment for children, but were for the sole purpose of shopping in the company of adults. Today's parents, by my standards, are quite lax, and create opportunities for child crimes that should not be. Predators know this; why don't parents?

    While our system of government here in the U.S. is anything but perfect, and the Ramsey case is a classic example, I would not be in favor of mandatory castration of sex offenders for the simple reason that, in the wrong hands, such a law could be a dangerous thing. I would be in favor of microchip implants in people like this, even though I am no proponent of those either, but it is fitting for tracking purposes only, and only in adjudicated repeat offender cases.

    Thanks for your answers, Deja. It's good to know about the different procedures which follow sex offenders after they are released back into society.

    I understand what you're saying here. In the wrong hands "castration" could be deadly. I personally like the idea of the microchip implant, providing it was inserted where the pedophiles couldn't reach it to remove it themselves.
    I like the idea of the authorities knowing where they are at all times.

    Yes, Elle, I too am absolutely in favor of tracking pedophiles and rapists. I'm also a proponent of voluntary castration.

    In most serial homicide cases I've studied, if early intervention such as those things had occurred, those cases would not have been horrific. As Nikeo pointed out, rapes and sexual assaults, generally speaking, are not true sexual acts but acts of violence to regain power and control over a completely different person who in some way traumatized the perp. What still fascinates me though is why these offenders act out the way they do. There are alot of people in life who suffer horrendous trauma in early life who do not grow up to be serial rapists, pedophiles, etc. Why do some have that propensity while others do not?

    It's also interesting that alot of the clinical trademarks of these offenders are also found in domestic violence perpetrators. It all seems to start with sociopathic profiles.

    I forgot to mention in my last reply, I was very surprised to hear about this voluntary castration. I would imagine there wouldn't be a long waiting list for this to be done, but you're still right about this procedure falling into the wrong hands. It could prove fatal.

    The microchip tracking is still the best way to go here. I'm so glad they do have this procedure. This gives me some comfort, and yet, I feel these sex offenders could be anywhere causing another sexual offence, and only after the dirty deed has been done, would they be tracked and accused of being in that area.

    Maybe in the near future something better will be developed. I hope it happens soon. Until then, I wish there were was a band of Vigilantes in every town protecting their children. A neighborhood watch is not enough, and I wish they would teach the small children more about these sex offenders in the schools.

    Elle, under the Homeland Security Act here in the U.S., there has been a very stepped-up effort by the FBI to round up pedophiles, bust pedophile rings/parties and crack down on kiddie porn. In my state most recently, a very extensive underground pedophile party ring was busted with the head guy, who was actually paying parents for the "use" of their children at these parties, in custody and charged with so many crimes he'll never see the light of day again.

    I appreciate the efforts our government is making to address our concerns and will continue to monitor them. Until then, we can only hope to get the message out to parents everywhere that our children are our most precious resource and worthy of every great and little effort we can make to supervise them to ensure their safety.

    Oh the sick b*****rd excuse me, Deja! I'm glad the FBI are on the job. Hard to imagine parents would do this, but obviously they did! It's about time our children came first before any other planned projects to better the towns.

    Talking about children's safety. Today in one of our local papers, there's a story of a fire breaking out in a townhouse in Niagara Falls. Two young boys ages 4 and 6 were left alone in a house. The six year old set fire to newspapers in the basement with a lighter, then he ran out the house to get help. Two neighbours went in and rescued the four year old, and the firemen arrived shortly after that to douse the fire. The mother was out working (?). I'm sure there will be more news on this tomorrow. Unbelievable!

    I just can't believe the mentality of a woman going out to work and leaving two small boys alone. She may lose them! Phew!
