    Web page update

    I have updated my resource web page on the JonBenet Ramsey Children's Foundation documentation.

    I have added a directory listing at the top of the page so as to easily locate specific resources one may be searching for. All you have to do is click on the date next to the entries in the directory and the page will automatically jump you to that entry. I have return links to click on so you can easily return to the directory.

    I have also reduced my graphic sizes that are displayed on the page so that should help for a faster load since the page is extremely large.

    The following are the items listed in the directory and I have full documentation and links that relate to all of these. Everything on this site relates in one aspect or another to the JonBenet Ramsey Children's Foundation whether it be links regarding the foundation, the now defunk www.ramseyfamily.com web site, the reward that was suppose to be paid out of the foundation, the fund contributions that John Ramsey can't seem to remember asking for to Patsy who admits in the Atlanta 2000 interviews that she never ever looked at the Foundation books and all of John Ramsey's promises of what the foundation was suppose to accomplish.

    If anybody finds something I forgot to include please do not hesitate to let me know so I can add it to the site. I appreciate and thank all of those who have contributed to helping make this site possible. :) And thank you Spade for providing all the various transcripts so the truth can be told.

    Here begins some of that paperwork I promised. These are the Articles of Incorporation for the Foundation.

    I found Article IX interesting.

    Upon the dissolution of the Corporation, the Board of Directors shall, after paying or making provision for the payment of all of the liabilities of the Corporation, dispose of all the assets of the Corporation exclusively for the purposes of the Corporation in such manner, or to such organization or organizations organized and operated exclusively for the purposes set forth in ARTICLE III as shall at the time qualify as an exempt organization or organizations under Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (or corresponding provisions of any subsequent federal tax laws), as the Board of Directors shall determine. Any such assets not so disposed of shall be disposed of by the District Court of the county in which the principal office of the Corporation is then located, exclusively for such purposes or to such organization or organizations as said court shall determine, which are organized and operated exclusively for such purposes.

    I take all that to mean that when the official IRS-approved Foundation was closed for IRS purposes, it was required to give all the money left in it to the worthy causes it was supposed to exist for, regardless of whether John and Patsy then opened up a private checking account under some similar foundation name. Shall we take any bets as to whether this was done? I rather suspect not. In any case, it is a legal requirement and John Ramsey should be answerable as to whether he complied with the law or not.

    For what it's worth, you have to apply with the state and the feds for 501(c)(3) status. Maybe a Colorado citizen should demand some answers at the state level?

    From the bylaws:

    "14. Duties. The Board of Directors or a Committee or officer designated by the Board of Directors shall annually prepare a report, verified by the President and Treasurer or by a majority of the Directors, to be prescribed at the annual meeting of the Board of Directors, showing in appropiate detail the following: (a) the assets and liabilities, including the donated funds, of the Corporation as of the end of the fiscal year: (b) the principal changes in assets and liabilities, including donated funds, during the year immediately preceding the date of the report; (c) the revenue or receipts of the Corporation, both unrestricted and restricted to particular purposes, for the year immediately preceding the date of the report; (d) the expenses or disbursements of the Corporation, for both general and restricted purposes, during the year immediately preceding the date of the report; (e) the number of members, if any, of the Corporation as of the date of the report, together with a statement of increase or decrease in such number during the year immediately preceding the date of the report, and a statement of the place where the names and addresses of the current members, if any, may be found. The annual report of Directors shall be filed with the records of the Corporation."

    Below, during the Atlanta 2000 interviews somebody should have told Patsy Ramsey that she was the president of the JonBenet Ramsey Children's Founation and that she was suppose to verify each year a annual report on the foundation. She must have forgot to do that for the three years prior since the foundation was formed.

    Oh, ACR, wait until you see Form 1023. I had been missing the first page and so did not want to upload it yet, but I just found it and have the whole thing now. This was the form used to apply for the Foundation, the "Application for Recognition of Exemption." It can break a person's heart to see how cynically the Ramseys made it look as if they had only the interests of the children of America at heart when they pledged to contribute $15,000 a year to the Foundation, and spend $13,500 a year of it on worthy causes. Instead, what did they spend their money on? Wasted mortgages on three separate houses they did not even want to make their homes. Trips to Spain and the Cayman Islands. An expensive education in a school they refused to let Burke get his diploma from. An airplane. A life coach. And all this while pleading poverty. It is often said that if even one child is saved by an act of charity, it was worth it. The Ramseys did not bother to save even that one child.

    Tricia had been able to ask about that amount they pledged and the amount they pledged to award each year. I just don't think they kept those pledges. John Ramsey claims it makes him sick because the grand jury investigated the foundation. Well, it really makes me sick the way the Ramseys have said the foundation was set up to honor JBR and what a mockery of honor it has become.

    There is no honor in broken pledges. There is no honor in neglecting the foundation. There is no honor when there isn't really a foundation anymore.

    Of all the lies and things the Ramseys have done, it is the contemptable way they have used and neglected the foundation that make me really think they are capable of complicity in JBR's death.

    1. Provide a detailed narrative description of all the activities of the organization - past, present, and planned. Do not merely refere to or repeat the language in the organizational document. List each activity separately in the order of importance based on the relative time and other resources devoted to the activity. Indicate the percentage of time for each activity. Each description should include as a miniumum, the following: (a) a detailed description of the activity including its purpose and how each activity futhers your exempt purpose; (b) when the activity was or will be initiated; and (c) where and by whom the activity will be conducted.

    (a) The JonBenet Ramsey Children's Foundation (the "Foundation") was founded in April 1997 by John B. and Patricia A. Ramsey in honor of their daughter, JonBenet. All of the Foundation's time and resources will be devoted to making gifts and grants to organizations that either qualify as exempt organizations under Section 501(c)(3) of the Internal Revenue Code of 1986 (or the corresponding provision of any future United States Internal Revenue law) or are governmental agencies, and which:

    1. Provide opportunities for children to develop their talents
    2. Build a strong spiritual foundation in children
    3. Promote the safety of children
    4. Promote educaiton on effective parenting and nurturing
    5. Affirm and recognize children who demonstrate commpassion for and service to others.
    6. Recognize responsible jouralism that affects children and families and promotes good in the world for children.

    (b) The Foundation plans to begin a grant program as soon as possible in support of the six Foundation objectives listed above in (a). Grants will be made to organizations that either qualify as exempt organizations under Section 501(c)(3) or are governmental agencies, and that provide programming in suport of the Foundation's objectives. All of these objectives foster the purpose of the Foundation. It is estimated that grants in support of the first four objectivies will comprise about 80% of the Foundation's grant-making, with grant-making to the fith and sixth objectives comprising about 10% each.

    (c) The Foundation has an office in Boulder, Colorado. Most of the activities of the Foundation will originate from this office. The grant program, including guidelines, will be developed by the directors of the Foundations. Guidelines will be provided to organizations interested in applying for grants. Decisions to provide various grants to organizations will be made by the Foundation directors.

    "It is the intent of the family of JonBenet Ramsey not to benefit financially from her death. The family entends to donate to the Foundation any proceeds or rights (net of expenses) which may inure to them in conneciton with her death. It is impossible to determine at this time the scope of any proceed amounts that may inure to the Foundation."

    "Most contributions for 1997 have come from John B. and Patricia A. Ramsey in the form of cash and payment of Foundation expenses. Other contributions have come form family, friends, corporations, and unsolicited donations. The Foundation expects that the bulk of contributions in future years will also come from John B. and Patricia A. Ramsey, but that small, unsolicited donations may also be received from family, friends, corporations, and others. In addition to the amounts on Line 15, John B. and Patricia A. Ramsey intended to donate all property and amounts (net of expenses) owned or received by them in the future and related in any way to the death of their daughter, JonBenet Ramsey. For 1997, expenses included $500 for supplies and $5,000 for public service advertising. In future years, the Foundation expects to incur expenses for supplies and may also incure expenditures of an uncertain amount for the maintenance of any income producing properties which may be contributed to the Foundation in the future."

    Where is this $5,000 worth of Public Service Advertising? Has anyone seen it?


    Odd that the secretary would be the same person as the president. Do you know how difficult it is to take notes during an official meeting?


    Why would a newly formed foundation start paying a lease immediately? That's rather scary but then again, maybe not when you know you have the money to dump into it yourself if your fundraising efforts fail.

    I would never become a member or support a 501C(3) that did something so wasteful with their funds unless they could not function without that lease. The JonBenét Ramsey Foundation doesn't appear to have a need for "office space" based on their mission statement however. Weird.
