    Law enforcefocement is very territorial. If the person is under a certain age. (somewhere around 14) the FBI will automatically be involved. Otherwise, the local law enforcement has to ask for their help and several local law enforcement agencies don't want anyone else to solve the case.

    It also seems that if a person is over 13 years-old law enforcement looks at the disappearance in this order if there are no witnesses or a obvious crim scene.

    1. runaway/left on his/her own
    2. the family was involved
    3. a stranger abduction

    Result=days are wasted

    A biggest problem is the amount of run aways. There is like a 25:1 ratio compared to abductions. Law enforcement goes with the statistics.
